28th Feb 2011 Shri S.C. Misra, Member (Services), Telecom Commission will hold additional charge of CMD BSNL w.e.f 1st March2011:-The Cabinet has approved Shri S.C. Misra, Member (Services), Telecom Commission will will hold additional charge of CMD BSNL w.e.f 1st March2011 to till the regular incumbent or until further orders which ever is earlier.
Circle Secretary SNEA (I) Bihar spoke to Member (Services) & greeted him to look after the charge of CMD, BSNL and assured him fullest co-operation from Bihar Circle. Member (Services) also reciprocated the same & mentioned that whatsoever responsibility is given to him he will try to discharge with his full devotion & wanted support of every one.

Congratulations!!! The case O.A. No.983 filed by AIGETOA & Others at Hon Chennai CAT on BSNLMS R/R( Foot Note 2) dismissed. SNEA (I) impleaded in the case and won on the basis of merit. Stay on operating BSNL MS RR vacated. SNEA(I) extend sincere thanks to our General Secretary alongwith all CHQ team and also to the Comrades of Tamil Nadu & Chennai Telephones for their extra ordinary effort on this issue.
Now SDE to Adhoc STS, Adhoc STS to regular STS promotions and Regular STS to Adhoc JAG promotions should be issued shortly from BSNL Corporate Office.

24th Feb 2011 REPORT ON LUNCH HOURS DEMONSTRATION IN BIHAR CIRCLE:

Lunch hour demonstration at 13.00 Hrs at Sanchar Sadan Patna and also SSA HQs on 24th Feb,2011 was tremendous and 100% success under banner of SNEA(I).More than 200 Executives participate from Patna Telephones, ETR, ETP, Circle Office, T&D, Civil/Electrical/Arch wing & PA/PS. Large numbers of BSNL Recruited JTO/SDE participate in our demonstration.
Interesting episode happened in Bihar Circle- AIGETOA complete failure ( No Demonstration) to conduct Lunch hour demonstration in Bihar Circle even though parallel Trade Union call given by their CHQ Against the demotion of JTO/JAO & SDE/AO cadre by placing them in a lower pay scale of E1 & E2 . CS and some office bearers of AIGETOA in Bihar Circle were complete fail to raise their voice against deputationist ITS controlled management and also their integrity under scanned for safe guard the career as well as financial prospects of our young, dynamic and Intelligent BSNL recruited Executives.
SNEA(I) Bihar Circle extend sincere thanks to entire SNEA(I) members and participants  of Bihar Circle for their whole hearted participation in Lunch hour demonstration on 24th Feb,2011 and  making it's a complete success.

24th Feb 2011 Case at Hon Chennai CAT on BSNLMS RR: The verdict will be pronounced tomorrow, 25.02.2011.
24th Feb 2011 Great breakthrough achieved by the SNEA(I) CHQ in getting vitiated process of selection of CMD, BSNL through arbitrarily and unscrupulous means scapped.

In response to the PIL filed by this Assn along with Telecom Watchdog in Hon Delhi High Court challenging the process of selection of CMD, BSNL by unscrupulous means in which Sh R. K. Chandolia was instrumental, Hon Chief Justice of Delhi HC disposed of the PIL on the ground that Hon Prime Minister has announced constitution of new search committee with Sh Sam Pitroda, Sh Nanden Nilekani, Cabinet Secretary and Principal Secretary to the Prime Minister as members, thereby rendering the earlier selection process infructous. Assn employed all possible means to get the vitiated process nullified in the best interest of BSNL. With this development, the company now hopes to get a high grade professional as its Chief Executive through the new search committee.

22nd Feb 2011 CHQ NEWS UPDATE:

Meeting with Secreatry DOT: GS and AGS K. Sebastin met Secretary, DOT and discussed the following issues. <<Letter>>

At the very outset, Secy/DOT was quite frank in expressing the fact that in present free market economy where BSNL is operating as one of the telecom service providers, it is not possible for the government to go out of the way in compensating BSNL. However, from our side, we reiterated that what we are asking for is compensating BSNL in conformity with the policy commitments of the government contained in various telecom policy documents, particularly NTP 1999. How policy violations of the government have jeopardized   the growth of BSNL from time to time was clearly made out by us, notwithstanding what secy/DOT mentioned. However, after a very thorough exchange of views on how and in which manner BSNL needs continued support from government in compliance to policy commitments, discussion on following issues took place.   

ACompensation for huge loss on Rural Land Line, Telegraph and VPT Services on which BSNL is incurring recurring loss of more than Ten Thousand Crores annually- other crucial and important policy commitments  being blatantly violated.

In a very detailed manner, Secy/DOT was informed how policy flip flops from time to time have adversely impacted the growth of BSNL and how policy commitments to compensate BSNL for meeting the social obligations of the government have been violated hitting the resources of BSNL. After extensive discussion, Secy/DOT asked us to send a detailed note specifically quantifying the quantum of compensation for in terms of assured policy commitments for meeting social obligations of telecom policy. We are working on it and shall submit the same shortly. 

B.   Allocation of standardized BWA spectrum to BSNL.

Secy/DOT was not aware about the serious implications of BSNL being allocated a non standardized BWA spectrum band by DOT. We informed Secy/DOT in detail as to how BSNL is going to be badly hit in terms of getting Wimax equipment at very high costs and also the spectrum band becoming obsolete in two to three years because of the allocated band not compatible for offering of wireless services on upcoming LTE band. Serious lapse on the part of Director (CM) in not rejecting the obsolete band for which BSNL has paid about 8000 Crores was also clearly mentioned. After further discussions, Secy/DOT assured that he will discuss in detail the whole issue with the wireless planning coordination cell.

C.   Pension contribution of employees absorbed in BSNL.

On this issue, Secy/DOT was very positive and assured further action after we apprised him how BSNL is paying double the pension contribution than it should pay in accordance to other central government departments on the basis of decision of government based on 6th CPC recommendations.

D.  Immediate adoption of e-tendering and Managed Capacity Models for procurement of GSM equipment. 

On both these issues, basically BSNL management has to act and decide, Secy/DOT asserted. However, we  informed Secy/DOT that given the quality of business heads in BSNL completely lacking initiative and implementation skills, DOT must intervene to ensure that these important decisions having long term bearing on growth of BSNL are enforced. Left to visionless business heads of BSNL, these decisions shall not see the light of the day. Finally Secy/DOT assured that he would talk to BSNL management and impress upon them to introduce these processes as quickly as possible.  

E. Holding the two crucial business heads of BSNL fully accountable for their totally abysmal and pathetic performance in their respective business segments- CM & CFA – CM segment- WiMax debacle, 3G failure, MNP failure, incredibly failing quality of wireless services, non finalization of crucial MLLN/NMS tenders, procurement process frozen, virtual collapse of wireless wing – CFA segment – No plan of action for retention of land line services, Revenues of BSNL collapsed because of disastrous impact of CDR billing project due to total lack of strategy, plan of action, thought process and coordinated plan of action to implement CDR, continuing abnormal delay in finalization of NGN tender, no strategy on broadband penetration, sluggish progress on ERP etc.

In an elaborate manner, we apprised Secy/DOT how both directors i.e CM and CFA have contributed towards downfall of BSNL. CM segment stands paralyzed on all fronts and in CFA segment, because of total incompetence to implement CDR project in a thoughtful and strategic manner, revenues of BSNL have virtually collapsed. Similarly, other prestigious projects like NGN and ERP are to meet the same fate. Wimax debacle, complete failure on 3G front, lack of strategy to deal with MNP, extremely poor handling of finalizing tenders for procurement of GSM equipment, non finalization of MLLN and transmission NMS tenders, deteriorating quality of wireless services etc. were all brought out. Secy/DOT mentioned that BSNL management has not been finalizing the tenders for procurement of GSM equipment in conformity with the mandatory requirements spelt out by DOT. However, secy/DOT assured to examine these issues in detail.

F.  Extending the benefit of payment of license fees on AGR by excluding revenues earned from non telecom activities to BSNL and also reduced payment of spectrum fees- both these concessions extended to private operators by DOT and denied to BSNL. 

Secy/DOT assured that he would very positively examine both these issues in the context of the feedback given by us that concessions on the basis of TDSAT judgments have been extended to private operators and continue to be denied to BSNL. Huge loss BSNL is incurring on account of non extension of these concessions to BSNL by DOT on flimsy grounds.

G.  Finalization of standard pay scales for JTO/SDE & equivalent cadres in BSNL.

We categorically mentioned that the entire Organization will collapse in case JTO cadre which has been identified as backbone of the Company by NPC, IIM Bangalore, Sarin Committee, SM Aggarwal Committee, Union Cabinet in 1987 and the 5th CPC in 1996 is demoralized by demoting it to lower scale. Brilliant talent entering this cadre have to be encouraged since this cadre is going to be the lifeline of the Company as it has been in DOT for the last three decades. Secy/DOT informed that he was aware of this issue.

H. Make permanent absorption in BSNL as a mandatory eligibility condition for those seeking to go to the position of Executive Directors and Directors of BSNL Board.

Secy/DOT was completely surprised to know that ITS officers getting on board of directors of BSNL do not take permanent absorption in BSNL but only tender technical resignation. We were also informed by Secy/DOT that it is mandatory for deputationists getting selected as directors of board in any CPSU to get absorbed in that Organization. After knowing this glaring fact, Secy/DOT assured that he would initiate appropriate action to ensure that what is prevailing in other CPSUs also prevails in BSNL.

I.  Building a viable, professional and business oriented top level management structure in BSNL belonging to the Company at SAG level and above in the field units/Corporate office as an alternate to existing ITS management structure for very obvious reasons by exclusively employing world class consultants and high grade experts in the field of telecom.

We impressed upon Secy/DOT that there is complete need of building an alternate management structure in BSNL at SAG and above levels in view of continued uncertainty regarding resolution of ITS absorption since in the past when government has taken a decisive decision on ITS absorption, BSNL management expressed its inability to manage the affairs of BSNL. To effectively counter that blackmailing situation, timely concrete steps need to be initiated to build a parallel top level management structure at the level of SAG and above. Secy/DOT while appreciating our concern firmly mentioned that Cabinet is going to take finall call on this issue positively by the end of March,11. Depending on the decision of the Cabinet, further appropriate action will be taken by the government to enforce its decision.

J. TERM Cell overlooking glitches and unethical technical manipulations employed by private service providers to severely restrict port in of customers on BSNL network – very stringent   surveillance measures called for urgently.

Number of unethical measures, technical and otherwise, is being employed by private service operators to arrest PORT IN of mobile users on BSNL network consequent upon implementation of MNP. Effective surveillance on part of TERM cell to ensure users to smoothly PORT IN on BSNL network is needed. We assured secy/DOT that we shall be submitting a brief on this issue.

K. Expeditious action against then GM/Ambala and CGM/Haryana for their direct involvement   in sexual harassment of young lady JTO at Ambala. 

We informed Secy/DOT about the whole background of the issue and the prompt action taken by BSNL which has been held untenable by CAT Chandigarh on technical grounds. Subsequently, the entire issue has been referred to DOT by BSNL in Nov.,10 for taking appropriate necessary action. The issue is getting delayed for strange reasons. However, Secy/DOT assured of prompt action.

Sec/DOT informed that he is trying to get the Cabinet approval on ITS absorption issue before 31st March. The reply from two Ministries are pending, however the cabinet memo will be sent to Cab secretary and the reply from other depts will be send to Cab secretariat directly.

22nd Feb 2011 CHQ NEWS UPDATE:
It is reliably learned that Govt constituted a new search Committee for the selection of CMD, BSNL. The search committee consists of Sh Sam Pitroda, Sh Nanden Nilekani, Cabinet Secretary and Principal Secretary to the Prime Minister. Other terms of reference of the committee is yet to know.
21st Feb 2011 Meeting with Secretary/DOT on 22.02.2011: Sec/DOT given time at 12.30 hrs tomorrow. The following issues will be discussed with Sec/DOT.
a) Non finalisation of standard pay scales of E2, E3 etc for JTO, SDE equivalent cadres ,
b) Suitable compensation for loss making Rural Land Line, Telegraph and VPT Services
on which BSNL   incur recurring loss of more than Ten Thousand Crores per annum,

20th Feb 2011 Now, A.Raja former Telecom Minister link surfaces in Wimax irregularities in BSNL deals to provide fixed and mobile Internet access(Now in Tihar Jail):Not just the 2G scam, former telecom minister A Raja had also tinkered with BSNL's WiMax deal to provide fixed and mobile Internet access. BSNL's technical committee had short listed six companies for BSNL's WiMax franchise and five of those were floated by Raja's friend Sanjay Kapoor, along with a few relatives. The five companies are WiExpert Communications, SV Telecom Systems, Digitelco Communications, Spectrus Communications and Technotial Infoways. All the five were registered on a single date - November 5, 2007 and they have the same notary, same auditor, same witnesses and even the same e-mail address.Moreover, Sanjay Kapoor's driver Vijay Pal is a director of one of the five firms.Not just that, in its Murky WiMax Deals, BSNL has violated its own guidelines, which made it mandatory for the eligible bidder to have Rs 100-crore turnover per year for two consecutive years. The documents available with CNN-IBN showed that neither the shortlisted company, Ampoules & Auto Pvt Ltd, nor its re-born entity Starnet communication Pvt Ltd were eligible as per the guidelines. When Ampoules & Auto Pvt Ltd submitted the bid in June 2009, the company was non-functional. The company filed its last annual returns in 2004 and said on affidavit that it was in the category of companies with less than Rs 10-crore annual turnover.

18th Feb 2011 S.C. Misra Likely to be BSNL Boss : As per reports of the Economics Times of India newspaper respected S.C. Misra,who is member (services) in the Telecom Commission,the apex policy-making wing in the telecom department,is likely to officiate as the new chairman and managing director of state-owned Bharat Sanchar Nigam Ltd (BSNL) after the telcos HRD Director and acting CMD Gopal Das retires on 28th February2011.

He had superseded many of his peers when he was elevated to the rank of member (services) from the post of chief general manager,BSNL-Bihar,as he was credited with ringing in a remarkable turnaround of the company’s Bihar operations.

All India Eligibility list of JTO(T) :The gradation list particulars for the preparation of supplementary All India Eligibility for JTO (OC -- rectt year 1996 to 2001, SC -- 1997 to 2001, ST -- 2004 & 2005 to SDE promotion as per BSNLCO issued letter No. NO. 2-17/2007-Pers.II(Part) dated 6th August 2010 and Bihar Circle has circulated the Provisional Gradation List of JTOs vide letter No.ST/11-6/2005/Preparation of G/L dated 08.12.2010 and given time limit 30 days(upto 07.01.2011) from date of issue for claim of inclusion/correction, if any.

# India's GSM subscriber base grew 2.53 percent in January with the addition of 13.71 million mobile  phone users, of which telcom giant Bharti Airtel alone signed up over 3.3 million.

# The total number of subscribers in the country crossed 556.68 million as against 542.97 million the previous month, data released by Cellular Operators Association of India (COAI) showed.


# Bharti Airtel now gains a market share of 27.99 percent, with 156 million subscribers.

# Vodafone added 3.1 million subscribers in the country to have a total of 127.36 million subscribers.

# Idea Cellular followed up with an addition of 2.51 million subscribers to take its total subscribers base to 84.29 million.


# BSNL added 2.2 million subscribers to reach a total subscribers base mark of 83.6 million.

# New telecom operator Uninor added 1.8 million to have a total of 20.3 million subscribers.

11th Feb 2011 Pay Scale of JTO / SDE cadres: GS write to CMD/BSNL on the strategic importance of JTO cadre -- Pride of the Company – JTO cadre – don’t break the back of BSNL by breaking its backbone --  consequences of arbitrary and retrograde decision to demote the cadre shall be grave and suicidal --- work study done by National Productivity Council (NPC) and IVth & Vth CPCs  recommended higher scales and higher status for JTO cadre in 1987 and 1996 -- Demands as an interim measure, JTOs recruited in the pre-revised pay scale of 9850-14600 be fixed in the same scale and action on war footing by BSNL management to place JTO/SDE in standard pay scales of E2 and E3 be initiated. <<letter>
11th Feb 2011 Meeting with CGMT Bihar Circle on 11th Feb’2011:
Com. Ranjan Kumar/Circle President, Com.Ratish Kumar/Circle Secreatry, Com.Ramesh Kumar/CWC Member and Com.Sanjay Kumar/Distt. Secretary PTD met with CGMT Bihar Circle and discussed on:
  1. Officiating Promotion from JTO(T) to SDE(T): We expressed our serious concern against delay in completing the DPC for Officiating Promotion from JTO (T) to SDE(T),even about 100 vacancies available in Bihar Circle more than 2 years and most of the our young Executives working as JTO(T) more than 9 years in BSNL and waiting for first post based promotion in their career. CGMT given assurance to take care of motivational issues related to our young Executives and instructed to GM(HR/Admn) for completing the DPC in time bound manner.
  2. Time Bound Scale Promotion of Executives: We requested to complete the process for all pending cases of Time Bound Scale Promotion of Executives who are eligible for TBSP upto 1st Oct 2010. CGMT given assurance to take care of issues related to TBSP of  Executives and instructed to GM(HR/Admn) for completing the DPC in time bound manner.
  3. Strengthen CTTC Patna for Summer/Vocational Training: We expressed our serious concern about lack of recourses in terms of proper equipped class room and proper number of instructors even after demand of  Summer/Vocational Training is enormous from student side and we are not able to accommodate their demand instead of Pro-active Marketing Sector free from competition and one of the best field for generate revenue. Approximately 30 Lakhs revenue collected by CTTC Patna in last financial year with the help of  retired/ guest faculties but no honorarium payment should be done yet. CGMT given assurance to take care of issues related CTTC Patna and revamp as the earliest.

10th Feb 2011 Two more Telecom Scams which destabilized BSNL : From media reports: During the tenure of former Telecom Minister A Raja BSNL paid Rs 8000 Crores upfront to Govt for running Wimax services, BSNL then gave the spectrum to four franchisees(companies) The franchisees include companies called Teracom, Take Solutions, Adhishwar, and Starnet without any upfront entry fee on the revenue sharing basis, this gave the franchisees free access to BSNL mobile towers and BSNL offices across India, spectrum went to shell companies not operators as being told by current Telecom Minister Shri Kapil Sibal, shell companies found more interested in raising funds on the basis of free spectrum than launching services, Already Minister has ordered for inquiry. The department of telecommunications (DoT) will suggest appropriate action by February 11.

Second Scam, Loot of Spectrum:  BSNL and MTNL were allotted only 20 MHz for Rs 12,487 Crore. But for allocation of 70 MHz to this private operator, the government is charging only Rs 1,000 Crore,"A newspaper report claimed CAG is investigating the allotment of 70 MHz from the available 2500 MHz of S-band spectrum to Devas multimedia for 20 years. The company is owned by Shri M G Chandrasekhar, former Scientific Secretary at ISRO.Meanwhile, the office of CAG has clarified that its investigations into the issue are at a preliminary stage.

8th Feb 2011 BSNL constituted a Committee to examine VRS: In pursuance of Telecom Commission's decision that BSNL could examine option of VRS for select categories, BSNL constituted a Committee on 01.02.2011 with ED(Fin) as Chairman. Other members of the Committee are Sr. GM(Estt), GM(Rest) and another Fin officer nominated by ED(F). Decision of Telecom Commission -- Item 6.2 (iii): "VRS across the board may not be required. BSNL could examine option of VRS for select categories, examining financial burden and cost / benefit to the company".

7th Feb 2011 Circle-wise & Operator-wise analysis of MNP for action by Circles   <<LETTER>> <<status>>

1.      BSNL AP has been doing the best within BSNL Circles and is the only Circle to achieve 4th position among all Operators providing service in AP.

2.      BSNL ranks the last in most of the Circles except in Bihar, Kolkata, MH, MP, Orissa, Rajasthan, UP (East), UP (West) & WB.

3.  Vodafone is leading as it has got 1st rank in 7 out of 17 LSAs followed by Airtel, which has 1st in 4 out of 17 LSAs.

4.  Operators namely Idea (1st in 3 LSAs), Aircel (1st in 2 LSAs) and Tata GSM (1st in 1 LSA) are having focused approach to attract subscribers as these have gained a unique position leaving 2nd rank Operator far behind in that LSA.

4th Feb 2011 Pay anomaly of JTO 2007 & 2008 batches: The committee is again met on 04th Feb2011, In continuation of the meeting on 02.02.2011 with PGM(FP), Chairman of the Committee, GS along with both AGSs met ED(Fin) and other Committee members Sr GM(SR), Sr GM(Pers) and GM(EF) and held further discussions on the issue.  Assn explained in detail how the E1A scale was approved by BSNL and DOT in 2002 after the agreement with SNEA(I). Any proposal to give E1 scale with some increments is not at all acceptable as Placing JTOs recruited in E1A scale in E1 scale is nothing but a demotion. Further this will create further anomalies in the future also. So we requested to implement pre-revised scale as an interim measure.

GS again writes to Chairman and other Committee members: placing in the pre-revised IDA scale of 9850-14600 only interim measure --- There is no justification for provisionally fixing them in E1 scale as E1 scale is not at all operational in BSNL in the Executive cadre. The case regarding fixation of seniority postponed to 04th March as BSNL sought some more time for submission of reply. Since rect to JTO cadre was done by DOT, BSNL want to take clearance from DOT for the reply to be filed, which may take some more time. Meanwhile the work on SC/ST roster for SDE cadre is almost completed. The ACR and assessment of CHG circle is ready and expected in a couple of days.

3rd Feb 2011 Pay anomaly of JTO 2007 & 2008 batches:
GS along with both AGSs met Sh. K. C. G. K. Pillai, PGM(FP)/Chairman of the committee and held further discussions on the issue. The proposal from some quarters for giving some increments in 16400-40500 scale will not resolve the issue as it will result in demotion of JTO/JAO cadre, Assn pointed out. E1 scale of 16400-40500 is not operational at all in BSNL. Such proposal was out rightly rejected by SNEA(I) in the earlier occasions and as a result only the mid scale of E1A was approved in 2002. In 2002 also, BSNL was offered E1 scale with some increments and the same was rejected by SNEA(I) and demanded standard pay scale of E2 for JTOs/JAOs. Finally agreement was reached between BSNL and SNEA(I) for mid scale of E1A and E2A. PGM (FP) assured that the committee will be meeting on 04th to sort out the issue and SNEA(I) views will be taken into account.

3rd Feb 2011 DoT seeks status report on MNP from Telcos: Last week, ET had spoken to a cross-section of consumers across the country who had claimed their text messages for changing operators were not going through or were eliciting terse SMS responses saying "invalid entry" or "no default configured". Telcos, in turn, had liberally indulged in a slanging match by levelling allegations that a section of operators were creating artificial barriers to hold on to their high-end customers who were mulling a switch.
