30th July 2011 Good News for all Executives waiting for 1st IDA Scale Upgradation as per 2nd PRC w.e.f. 01.01.2007:
Circle Secretaries of SNEA(I) and AIBSNLEA write a letter to CGM Bihar Telecom Circle for process of DPC, for all Executives eligible for first time bound Scale up gradation as per 2nd PRC w.e.f. 01.01.2007 with reference to Letter No. 400-27/2010-Pers.I Dated 29.07.2011 in which it has been clarified that for any Executive, becomes due in four years of service, the scrrening Committee may consider the case on the available ACRs/APARs of 4 years of service in the company, may be initiated at the earliest so that 1st IDA Upgradation will be issued on or before 15th August'2011 as assurred during the Meeting with CGMT.

30th July 2011 District Secretary SNEA(I) Patna Telephones write a letter to Principal General Manager PTD regarding Decisions taken in  General Body Meeting of SNEA (I) Patna Telephone District as below-

      (1) Immediate arrangement should be made for the supply of materials & labours for all type of maintenance work of the filed unit including office maintenance and stoppage of temporary advance.

    •  (2) Proper deployment of Executives in sub-divisions/sections and deployment of JTOs / TTAs in the field units to assist SDEs/DEs for strengthening Customer Interface.

Telecom Commission approves Rs 20,000 crore broadband project to connect villages:
The objective of the scheme -- National Optical Fibre Network -- is to extend initially the existing optical fibre network which extends up to districts Head Quarters/Block Head Quarter level up to gram panchayat level by utilising USO Fund.

"The cost of the initial phase of the scheme is likely to be in the region of Rs 20,000 crore. Similar amount of investment is likely to be made by private sector complementing the infrastructure while providing services to individual users," he said.

The broadband project will initially be executed by state owned Bharat Sanchar Nigam Limited (BSNL) and other institutions like RailTel- Telecom Minister Kapil SIbal told reporters here.

28th July 2011 Meeting with General Manager (Maintenance) ETR Patna on 27.07.2011:
Com. Ratish Kumar/Circle Secretary, Com. Dheeraj Tapan Kumar/Circle Organising Secretary, Com. Satish Kumar/District Secretary ETR were met with GM (Mtce) ETR Patna on 27.07.2011 at 15.00 Hrs and convey sincere gratitude for releasing IDA Up gradation Order from E1 to E2 with very positive approach with co-ordination from CGMT Office ETR Kolkata and after that discussed on the following issues:

1. Pay fixation of SDEs after getting Regular promotion from BSNL Corporate Office: We expressed our serious concern against delay in Pay Fixation of all 09 SDEs from ETR Patna Region whose regular promotion order issued from BSNL HQ on 30.03.2011 & posting order issued from CGMT Kolkata on 31.03.2011 and already joined new assignment on 01.04.2011. GMM, ETR has given instruction to AO(Cash) for immediate fixation of Pay in SDE cadre and resolve the issue.

2. EPF balance Sheet of BSNL Recruited Executives:
We requested to resolve non-issuance of EPF balance sheet of all BSNL Recruited Executives working under ETR Region Patna from 2005-06 onwards. It is very crucial issue which is directly related to hard earn money of Executives for requirement of future financial needs.
GMM, ETR has given instruction to AO (Cash) for resolve the issue with help of EPF office and if require then met to EPF Commissioner along with Circle Secretary SNEA (I).

3. Pay anomaly of 2007 & 2008 Batch JTOs: The issue was already take-up by our GS SNEA (I) CHQ with BSNL Management at New Delhi but in the mean time difference in pay may be adjust as Personal Pay so that our young Executives get benefited and motivated for discharge their duty and responsibility towards our beloved company.
GMM ETR has given assurance to look into the matter for best possible way in the interest of young Executives.

4. Pay protection issue of Executives working under ETR Patna Region: We have discussed about pay protection issue of Executives working under ETR Patna Region in particular as well as in general and representation of most of the executives are pending in this office since more than year by year.   
 GMM ETR has given assurance to look into the matter as per prescribed rule of pay fixation.

5. Releasing of pending TA bill and other employees claim: We expressed our serious concern against non-payment of pending TA bill and other employee claim in time manner. We suggest them for opening of  Employee Claim register and maintain payment process according to the first come – first serve basis, so that reduce the employee’s complain.GMM ETR appreciates our suggestion and given instruction to AO (Cash) to adopt the same process for handling Employees claim. GMM ETR also informed that due to required fund not allotted by CGM office Kolkata the cases were pending but they given assurance to look into the matter with CGM ETR Kolkata.

28th July 2011 Spectrum cost and expansion delays to pull down BSNL revenue: State-run telecom company BSNL is likely to announce a substantial revenue loss in 2010-11 mainly due to payment it made for buying 3G and BWA spectrum and delay in execution of expansion plans.

As a result, BSNL paid Rs 10,186.58 crore for 3G spectrum and Rs 8,313.8 crore forwireless broadband spectrum in mid-2010 after completion of the spectrum auction.

"Despite insufficient reserves, the PSU paid the money as it was not given any time extension. We were also not given option to pick and choose circle as a business case,"

Ajit Kumar , District President SNEA(I) PTD  from 16.30 Hrs to 19.00 Hrs on 23rd   July 2011 at Conference Hall, Telephone Bhawan, R-Block, Patna.
The meeting was embark on Presidential Speech by Com. Ajit Kumar and welcome to all Circle Office Bearers, District Office Bearers and large number of strong-willed, energetic and vigilant SNEA(I)  members of  Patna Telecom District presence in the Conference Hall.

  2. Proper upkeep of ACR/APAR of Executives (Status of ACR/APAR of Executives will be published after stipulated time on every Financial Year)   and
  3. Officiating Promotion in Different Cadres (SDE/DE/DGM).

Circle Secretary assured that the case will be discussed with CGMT Bihar Circle on the issue of Temporary Advance should be stopped with best possible alternative arrangement, so that our maintenance work execute in smooth manner.

Circle Secretary Com. Ratish Kumar thanked all SNEA (I) Office Bearers of PTD for arranging General Body Meeting in well manner and assured full support from Circle Body of SNEA (I).

23th July 2011 AGSs Com. Khan and Com. Chandrasekhar met PGM(BW) Shri A.K.Gupta and highlighted the following issues.

1. Entry level training: The attention was drawn towards conduction of training at this belated stage for JTOs/SDEs(Civil) who have completed more than 10 yrs of service as they have not been provided the required training at the induction stage. It was agreed that at this stage there is no need for such training and instead the online mechanism for such types of training should be adopted which will save our time & money.

2. Backlog vacancies in SC/ST in SDE(C) LDCE examination: There are more number of backlog vacancies available then the notified vacancies. The already notified vacancies were less than the number of vacancies  communicated to SC/ST commission. PGM agreed to look in to the matter.<<<click here Letter>>>

3. Seniority cum fitness promotion from JTO(C)  to SDE(C) & from SDE(C) to EE(C): The process for the DPC is already on but the pace at which the process is moving is very slow. Not much has taken place in JTO to SDE promotion but in case of SDE to EE promotion CRs from two persons are pending and VC has also been asked from CVOs office.

4. Seniority list of JTO(C) & SDE(C): There were many anomalies existing in the both the seniority, Eligibility List. PGM took keen interest in the matter and suggested that the office of PGM doesn't have the complete details of JTOs and SDEs working under Civil zones. He gave us the performa for updation and requested for the help of the Association in resolving the issue as this will help us in giving local officiating in the grade of SDE(C) & EE(C) looking to the working strength and shortage in a circle.

5. PEMS software for prepartion of estimates, analysis & History sheet: Com. B. Chandrasekhar, SDE(C), Visakhapatnam, AP Circle through his personal efforts has developed this PEMS which very handy for making project estimates, analysis,history sheets  & other features. We personally handed over the CD containing the software for its implementation across BSNL. This is an in-house software and will help in saving our time and money.The software is already available on http://sites.google.com/site/pemssoftware

22th July 2011 Reversion and Promotion after 179 days of Local Officiating from TES Gr.B to STS of Executive Grade in IDA Scale of Rs. 29100-54500 in Bihar Circle:
Bihar Circle issued promotion of the Executives(TES Gr-B) to Executive Grade(STS) in  IDA Scale of Rs. 29100-54500 on local officiating basis for a period of not exceeding 179 days with effect from the date shown against each or till further order after giving a technical break.

21st July 2011 Meeting with CGMT Bihar Circle on 19th July'2011: Com. Ratish Kumar,Circle Secretary/SNEA(I) and Com. Krishna Kumar, Circle Secretary/AIBSNLEA met with CGMT Bihar Circle and discussed the following issues:


    • 1. Time Bound Scale Promotion (IDA Up gradation): We have discussed about more than 200 cases of IDA Up gradation from  E1 to E2/ E2 to E3/ E3 to E4/E4 to E5 are pending in Bihar Circle including Telecom & Accounts Wing. He assured that look into the matter and DPC work completed as soon as and all pending cases cleared.

    • 2. Posting of AGM(Admin) in Circle Office: We are point out that urgent requirement of posting of AGM(Admn) in Circle Office for smooth work of Administration Section and it will help for disposal of long pending works in Staff Section.
    • 3. Disposal of all pending Vigilance Case in Bihar Circle: We expressed our serious concern against delay in disposal of Vigilance Case against any Executives after submission of Investigation Report by Inquiry Officer. He assured that look into the matter with DGM(Vigilance).

20th July 2011 JAC CHQ circular dated 15.07.2011 - Customer Delight Year 2011-2012:JAC CHQ met the CMD and top management several times and demanded urgent procurement of mobile equipments, Broadband modems, Cables etc. so that better service can be provided. Now the management has placed Advance Purchase Order (APO) for 17.5 lakh ID caller telephones instruments, as also APO for 12,000 kms of 10 pair cables, 500 kms of 400 pairs and 200 kms of 800 pairs. Other pairs of cables are also being ordered. EVD and other cards are also being procured. E-tender has been floated for 14.37 million GSM lines.

20th July 2011 The leaders of the Joint Action Committee (JAC) CHQ met Shri R.K.Upadhyay, CMD BSNL on 15th July 2011 and conveyed the decision of the JAC to observe the financial year 2011--2012 as “Customer Delight Year 2011--2012” as decided by the JAC CHQ meeting held on 13-07-2011.A letter to the effect was handed over. Circle Secretary and his team of SNEA (I) Bihar Circle continuously visited different SSAs- Bettiah, Motihari, Hajipur, Muzaffarpur, Arrah, Munger, Bhagalpur & PATNA for conducting GENERAL BODY MEETING of Executives under “Employees Awareness Program”   in “Customer Delight Month- May & June-2011” and identified very crucial issues related to EPF of BSNL recruited Executives and committed to resolve within three months-

    • 1. Provision of pending Year wise EPF Balance Sheet of All Executives working in Field SSAs/Units immediately.
    • 2. Provision of pending Transfer of EPF accounts, if Executives transfer from one SSAs/Units to other SSAs/Units.
    • 3. Provision of single EPF accounts of BSNL recruited Executives in whole Bihar Circle, so that hassle frees maintaining EPF A/C even under intra-circle transfer of Executives.
    • 4. Removal of Anomaly of Employee Pension Fund (EPS) contribution.
    • 5. Formation B.S.N.L. EMPLOYEES PROVIDENT FUND TRUST RULES like wise in MTNL for resolving EPF issues of BSNL recruited Executives/Non-Executives.

18th July 2011 India adds 8.58 million GSM subscribers in June’2011: The total number of GSM subscribers in the country crossed 598.78 million as against 590.2 million in May, according to the data released by Cellular Operators Association of India ( COAI ).
State-run telecom operators Bharat Sanchar Nigam Ltd and Mahanagar Telephone Nigam Ltd added 8,42,723 and 1,597 customers respectively taking their total user base to 88.46 million and 5.24 million while Airtel, Vodafone and Idea have added 21,20,958; 20,93,071 and 13,54,054 connections respectively in June 2011 their total user base to 169.19 million; 141.52 million and 95.10 million.

18th July 2011 BSNL Expects to Be Profitable This Year

State-run Bharat Sanchar Nigam Ltd. expects to turn profitable this financial year through March 2012--a year ahead of its initial turnaround plan--with the telecom operator planning to add 15 million GSM lines, which may cost up to 50 billion rupees ($1.11 billion), to boost subscriber additions in India's fiercely competitive market.

For profit growth in the current financial year, the company--which had more than 92 million wireless users at the end of April--is betting on bigger revenue from new segments such as its services to higher paying corporate customers and better cost controls, BSNL Chairman and Managing Director R.K. Upadhyay said.

18th July 2011 TRAI stands by decision to cancel 74 telecom licences:The Telecom Regulatory Authority of India has stood by its decision to recommend cancellation of 74 licences due to missing rollout obligations against 12 asserted by the Department of Telecom.
TRAI has also obtained legal opinion on this.
“The authority has obtained legal opinion from two eminent jurists (former judges of the Supreme Court) which support this view,” TRAI said in a communication to the DoT.

18th July 2011 Supreme Court gives TRAI extension to formulate IUC norms:The Supreme Court on Friday gave three-month extension to telecom regulator TRAI for completing formulation of the new Interconnection Usage Charge (IUC) regime.

The Apex court had on February 4 given TRAI four months for coming up with recommendation on telecom interconnection charges, which expired on June 4.

BSNL launches voice and video over Internet protocol (VVoIP) service in India. Subscribers can register, for this service, for Rs. 100 and make audio calls within the country at 40 paise per minute and  International call at Rs. 1.20/min. BSNL will also offer international audio and video calls at lower cost.

15th July 2011 Decisions of the JAC CHQ meeting held on 13.07.2011:

A meeting of the Joint Action Committee was held on 13th July 2011 under the chairmanship of Com. P.Venugopal. Com. V.A.N.Namboodiri, Convener, JAC briefed the house about the developments after the last meeting held on 21st June 2011. After detailed discussion the following decisions were taken.

1. Customer Delight Month : The meeting reviewed the programme of 'Customer Delight Month' and the progress made. Although full detailed reports from the circles were not received, it is clear that there have been positive results from May 2011 onwards, when JAC has started the CCM. It was decided to extend the programme for the whole financial year ie. up to March 2012 and named as 'Customer Delight Year 2011-12'. Maximum propaganda should be made amongst the members for better performance. A circular will be sent by JAC signed by all General Secretaries to all the Circle / SSA Secretaries for making maximum efforts for better performance and also for forming JAC at their respective places. The next meeting will review the situation.

2. ITS Absorption Issue: A new development has taken place in the matter with the Principal Bench, CAT judgment which has directed to end the deputation of ITS and for sending them back to DOT. Although an appeal against the judgment has been filed, there has been no stay. In such a circumstance, it was felt that we should also implead in the case to ensure that the ITS absorption issue is settled.

3. Outsourcing of Broadband : The BSNL management is proposing to outsource Broadband connections. The JAC meeting expressed its strong opposition to the outsourcing and demanded the management to drop the proposal. JAC will meet the CMD/ Director (HR) urgently in the matter.

4. PLI : Management has asked the recognized union their opinion about Productivity Linked Incentive. This will further be discussed by the JAC and after thorough examination will submit our proposal

5. The meeting also discussed about the introduction of Enterprise Resource Planning (ERP). In case there is any adverse effect on the staff, the same will be taken up with the management.

Next meeting will be held at 1600 hours on 26th July at National Council Room No. 230, Eastern Court, New Delhi.

14th July 2011 We are proud to announce that Com. R K Narang, ADS SNEA (I) GMTD Bhopal Branch had  proposed some tariff plans of Broadband and the same were forwarded by CS SNEA  MP to GS SNEA. Three Broadband plans were sent to Corporate Office for approval were:-

Broadband Plan-1:-Two years Broadband Plan- Pay the amount for 2 years and get service for next 3 years i.e. a rebate of about 33%. This is to be viewed in such a way that if a person puts his money in bank for 2 years Fixed Deposit he will get 9.5 % PA Interest.


Broadband Plan-2:-Three Years Broadband Plan- Pay the money for 3 years and get service for next 5 years i.e. a rebate of about 40%.


Broadband Plan-3:-Five Years Broadband Plan- Pay the money for 5 years and get service for next 10 years i.e. a rebate of about 50%. Some private Banks & Societies are doubling money in 5 years.

Out of these 3 plans BSNL Corporate Office Vide Letter No. 1-1/2009-R&C [CFA] Dated: 08-06-2011 has approved Broadband Plan-1  & 2 with minor changes in duration.

We feel this is a big achievement that R&C [CFA] section of Corporate Office has prepared above 2 highly attractive Broadband plans on proposal of SNEA. These Broadband plans are the Urgent requirement for BSNL to take money from the market in a shorter duration for at-least next 3 years.

12th July 2011 Meeting with Director(HRD): Com. G.L. Jogi/GS along with both the AGSs Com. A.A.Khan and K. Sebastin met Director(HRD) and discussed the following issues:
1. Promotion to JAG(Adhoc): The issue was discussed threadbare and it was emphasized that it is unfortunate that JAG orders were not issued in time. GS clearly stated the stand of the Association i.e the Association is open to both the available options i.e by taking into account the 270 competitive people or without 270 by keeping vacancies earmarked for 270 competitive people. Dir(HRD) assured to look into the matter.
2. Transfer case of DS, Bongaigaon, Assam: The cancellation of transfer of DS, Bongaigaon was discussed. He assured to cancel the orders at the earliest.
3. Change of designation: The issue of change of designations is still pending for the officers absorbed in BSNL though the issue was taken long back by the Association. On the contrary it has been carried out for the unabsorbed Gr.A officers. On account of this arbitrary decision of the management there is a strong resentment in the masses and it was categorically and unequivocally stressed that the issue has to be implemented at any cost.
4.Amendments in the transfer and posting policy: We cited about the various discrepancies in the present transfer and posting policy of BSNL. Director(HRD) informed us that there are various issues which are to be sorted out in the present policy as raised by many circles. The draft once prepared will be given to the Association for submitting our views on the matter and then only the amendments will be incorporated in the policy.

Bharat Sanchar Nigam Limited (BSNL) was once India’s largest integrated telecom player, a company with assets and a network to beat the best in the world. Things have changed now; competition has overtaken it and now the new man at the helm of BSNL, CMD, RK Upadhyay who took over very recently has a tough challenge to review this company both as a national asset and also for the sake of its employees.
R.K.Upadhyay CMD BSNL said that BSNL has missed the mobile revolution from 2007-2011 as it did not procure any GSM equipment during this period. Hence the company is bleeding and unable to match pace with the fast growing industry.

11th July 2011 BSNL starts showing improvement after Sibal's tough talk:Within a month of Telecom Ministry reviewing performance of loss-making PSU BSNL, some circles, including Maharashtra and West Bengal, have started showing improvement. "Out of the 24 circles a few of the circles have already started showing good performance on gross revenue basis between the range of 14 per cent to 18 per cent.
Earlier Telecom Minister Kapil Sibal had said that the organisation must have targets for circles according to which if the officials don't perform, they will be transferred out while those who meet the targets will be rewarded, like given a posting of their choice. Department of Telecom (DoT) started reviewing performance of all 24 circle heads of the service provider on monthly basis, after a decision to adopt revenue monitoring criteria for reviewing a commercial organisation like BSNL.

11th July 2011 BSNL issues tenders for 14.37 m line mobile network:
State-run telecom company BSNL has invited bids for 14.37 million lines under phase 7 of its mobile network expansion in North, East and South Zone.
The company has priced this tender at Rs 5 lakh and last date for submission of is 24th August2011 .
Only bidders having a minimum turnover of Rs 8,000 crores each in the last two years can participate in the tender.
Bidder will be selected through e-tender process.

He elaborately stressed on the standard E2 & E3 pay scales for JTOs and SDEs and also for placing the JTOs of 2007 & 2008 batches in pre-revised IDA scales of 9850-250-14600 till standard E2 & E3 pay scales are finalised. Because the JTOs belonging to the 2007 and 2008 batches, having appointed them in the pre revised IDA scales of 9850-250-14600, subjecting them to a monthly loss of Rs.5000 arbitrarily fixing them at the minimum of revised E1 (Rs. 16400)  scale for just no reason whatsoever, whereas the JTOs recruited before 2007 year pay has been fixed up in the previous pay scale.

He explained how If there was no Court Case regarding JTO to SDE promotion under LDCE/Seniority-Cum-Fitness quota, almost all the JTOs upto 2002 year (for about 8000 vacancies- 5000 under LDCE & 3000 under seniority-cum-fitness) would have got their promotion to SDE cadre by this time.
Circle Secretary stressed upon commitment of SNEA (I) Bihar Circle for resolving of very crucial issue of EPF and the balance-Sheet delivered to each and every executive within three months and also cleared all pending Rule-8 transfer case in Bihar Circle and take up a fresh case of Rule-8 or Temporary Transfer for inter circle Transfer in the interest of our members.

Circle Secretary also narrate that SNEA(I) Bihar Circle submitted a Action Plan under banner of Joint Action Committee for Growth & Development of BSNL Bihar and in which stressed on proper deployment of Human Resources and formation of special Teams for Operation & Maintenance of different services with proper training to avoid wasteful expenditure in the name of outsourcing.

Com. Arvind Kumar (2001 batch JTO) Distt. Treasurer PTD explain how to suffer career progression of JTOs due to court case filled by one of them Non-recogonised Executive Association (AIGETOA) and 8000 JTOs are eagerly waiting for their 1st promotion as SDE in his career. Previously SNEA(I) only fight against BSNL management for giving promotion of Executives but scenario has been changed and now SNEA(I) also fight against court case filled by one of them Non-recogonised Executive Association (AIGETOA) who blocked the career progression of all JTO cadre in BSNL. He accept the slogan “SNEA(I) IS THE HOME OF JTO CADRE” and appeal to all JTOs for strengthen your own HOME where you are living with better future prospects.

CWC Member Com. Ramesh Kumar narrate very straightway first of all JTOs become SDE then DE and there is no any formula as per Recruitment Rule who allow directly become DE from JTOs on the basis of qualification. 1st promotion from JTO to SDE was blocked through court case either LDCE/Seniority-cum-fitness Quota against 8000 vacancies of SDEs in all India basis. SNEA(I)  trying to vacate the court case as party in the interest of our young Executives  instead of BSNL Management.

Interactive session was held in which members expressed their opinions/suggestions and raised some of queries/doubts on various HR and development agenda and reply of all the queries/doubts were given by our Circle Team along with CS. 

One of the very important issue raised by Com. Tripti Mishra JTO PTD regarding job satisfaction and up gradation of professional skill related to their job must be protected by Association.

He also elaborate the ACTION PLAN submitted by SNEA(I) under JAC Bihar for proper deployment and utilization of experienced, expert and technically sound human resources in Bihar Circle for avoiding wasteful expenditure in the name of outsourcing of works like Installation, Maintenance, AMC etc, so that our circle converting into profit making circle. He also made appeal to Executives for making strong home (i.e. our company BSNL) under which we are live in safe mode.

Special Report on District Conference of SNEA(I) MUNGER SSA on 21st June’2011: In the presence of Large number of strong-willed, energetic and vigilant SNEA(I)  members of  MUNGER SSA, the grand  General Body Meeting of SNEA(I)  MUNGER SSA was held  under the president ship of Com. Nagendra Sharma  from 12.00 Hrs to 16.00 Hrs on 21st  June 2011 at Jain Dharmshala, Near Telephone Exchange, MUNGER.

Galaxy of senior leaders of SNEA (I) Bihar Circle attended and addressed the General Body Meeting including:

Circle Secretary Com. Ratish Kumar thanked all SNEA (I) Office Bearers of MUNGER for arranging General Body Meeting in well manner  and assured full support from Circle Body of SNEA (I).

Com. Ratish Kumar/ CS, who made aware house about the latest activities of SNEA (I), challenges faced by BSNL Bihar and the HR related issues like Time Bound Scale Promotion of Executives within time frame, Promotion of JTOs, SDEs and DEs (Officiating/Regular/LDCE), EPF related issues of BSNL recruited JTO, Transfer case under Rule-8 of BSNL recruited JTO, pay anomaly of 2007 & 2008 batch JTOs, Financial viability of BSNL etc.

He elaborately stressed on the standard E2 & E3 pay scales for JTOs and SDEs and also for placing the JTOs of 2007 & 2008 batches in pre-revised IDA scales of 9850-250-14600 till standard E2 & E3 pay scales are finalised. He narrated all court cases with present status of these cases of JTO to SDE ,SDE to DE, Adhoc STS to Regular STS and explained how If there was no Court Case regarding JTO to SDE promotion under LDCE/seniority quota, almost all the JTOs upto 2002 year (for about 8000 vacancies- 5000 under LDCE & 3000 under seniority-cum-fitness) would have got their promotion to SDE cadre by this time.
He explained role of SNEA(I) Bihar Circle under JAC Bihar for withdrawal of proposal sent by CGMT Bihar Circle to BSNL HQ regarding 40% salary deduction and equivalent amount diverted into operational heads. He also elaborate the ACTION PLAN submitted by SNEA(I) under JAC Bihar for proper deployment and utilization of experienced, expert and technically sound human resources in Bihar Circle for avoiding wasteful expenditure in the name of outsourcing of works like Installation, Maintenance, AMC etc, so that our circle converting into profit making circle. He also made appeal to Executives for making strong home (i.e. our company BSNL) under which we are live in safe mode. 
Circle Secretary stressed upon commitment of SNEA(I) Bihar Circle for resolving of very crucial issue of EPF and the balance-Sheet delivered to each and every executives within three months and also cleared all pending Rule-8 transfer case  in Bihar Circle and also take up a fresh case of Rule-8 or Temporary Transfer for inter circle.

District Secretary   Com. S.P.Sharma elaborates the current situation of Munger SSA and how Growth & Development was affected due to non sensitiveness of TDM. It was decided in General Body Meeting to write a letter to TDM Munger regarding-

  1. Non-availability of Vehicle for maintenance of Telecom Network in Munger SSA.
  2. Provision of proper minimum resources for smooth operation & maintenance of Telecom Network i.e, External plant/BTSs/Exchanges/OFC Network etc.
  3. TDM has maintained proper way of communication while talking with Executives.

7th July 2011 New composition of CPCs for BSNL Executives(BSNL Management Service): BSNL has circulated new composition of Corporate Promotion Committees for promotion of BSNL Executives (BSNL Management Service) in respect of various stream- Telecom Operation, Telecom Finance, Civil, Electrical, Architect, Telecom Factories and other streams of BSNLMS.

5th July 2011 MOST URGENT:  JTOs promoted in last DPC, but not yet joined on their promotion have been given additional time of 15 days to accept their promotion as Regular SDE:  BSNL corporate office issued fresh instructions to all Circle heads for all those JTOs who were promoted in last DPC dated 30th March 2011 but could not able to join/accept their regular promotion by 30th April 2011 due to any reason have been now given additional 15 days time period w.e. from today i.e upto 19-05-2011 to join their new assignment as Regular SDE at given Circle/SSA. 1st July 2011 Circle Secretaries of AIBSNLEA and SNEA(I) write a letter to CGM Bihar Telecom Circle for process of DPC for all Executives eligible for first time bound up gradation as per the letter No. 400-61/2004-PersI Part II Dated 18-3-2011 may be initiated at the earliest.
  1. The date of effect of time bound up gradation granted to JTOs/JAOs and SDEs/AOs after 1-1-2007 may be reviewed and preponed as per the letter No. 400-61/2004-PersI Part II Dated 18-3-2011 .
  2.  The DPC proceedings for all officers eligible for first time bound up gradation as per the letter No. 400-61/2004-PersI Part II Dated 18-3-2011 may be initiated at the earliest.

1st July 2011 Judgment of Hon'ble Chennai CAT disposing OA No.1358/2010 filed by AIGETOA & Others regarding JTO to SDE promotion (SC/ST roster). SNEA(I) impleaded in the case for disposing off in the interest of our young Executives who are suffering from 1st post based promotion from JTO to SDE in his career after 10 years working as JTO..  Hon Court observed that "The violations indicated in the written submission by the applicants become dull and blurred when they are telescoped upon the post based roster prepared by the respondents". Hon'ble Court also directed to fill up the vacant posts if any within a period of six months.The judgment of Hon'ble court on the basis of no merit in the case filed by AIGETOA.
Dear Friends,
Once again proved that AIGETOA always create impediment in career growth of Executives from JTO to SDE both through LDCE or Seniority-cum-Fitness Quota and from SDE to STS or onwards by court case without merit of case. Aprox. 8000 vacancies of SDEs are available for filling up through LDCE/ Seniority-cum-Fitness quota if all court cases will be dispose off.
SNEA(I) continuously  implead for dispose off all court cases as a party, so that the path of career growth of executives will be open in BSNL.
