This will be a summer of discontent for BSNL, which is confronting the possibility of a 30% disinvestment at a time when its estimated losses for the financial year ending March 31, 2010 are hitting a staggering Rs 3,641 crore.

27th March 2010 BSNL may open up lines for private firms:
Move could increase India’s broadband penetration over three times.
In a move that could revolutionise internet access for millions, state-owned Bharat Sanchar Nigam Limited (BSNL) is considering opening up its last mile local loop (fixed copper lines) for broadband services to private players.
BSNL has been reluctant to share last mile connectivity, the final leg of delivering connectivity from an operator’s end to the customer’s place, fearing a loss of market share and revenue.

At the end of January this year, the total number of broadband subscribers across the country stood at 8.03 million, of which BSNL has over 5 million users. BSNL operates all across India, except Mumbai and Delhi. The company has been adding 150,000 lakh new users for its broadband services and hopes to continue this momentum.

27th March 2010 No progress on BSNL stake sale; Pitroda says PSU needs time: State-run Bharat Sanchar Nigam (BSNL) today said it has not heard anything from the Government on the stake sale of the PSU, a key proposal of the Prime Minister appointed Sam Pitroda panel to resurrect the declining financial fortunes of the company.
"There is no preparation on the IPO... The government has to take a decision. We haven't heard anything from the Department of Telecom," BSNL Chairman and Managing Director Kuldeep Goyal told PTI.
Telecom Secretary P J Thomas when contacted said, "DoT has not taken any decision on the IPO of BSNL."

27th March 2010 DoT worried over Pitroda panel suggestions on BSNL:
The Department of Telecommunications (DoT) has raised serious concern over suggestions made by the Sam Pitroda committee for sweeping changes in state-owned Bharat Sanchar Nigam Ltd (BSNL). The recommendations include divestment of 30 per cent government equity in BSNL, reducing the company’s workforce by a third, and cancelling the telecom equipment order for 93 million GSM lines, replacing it with network outsourcing deals.
it clear that the proposals, though cleared by the BSNL board, would be difficult to implement without the support of the unions. “The unions were not consulted on VRS or the divestment. We don’t see how they can be implemented without their support.”
The unions have been opposing the company’s proposed initial public offer since it was approved in 2007.

27th March 2010 Meeting of JAC with Sh. Guru Das Kamath, Hon MOSC&IT on 26.03.10 AT NEW DELHI:
Hon’ble MOS called a meeting of the JAC on 26.03.2010 at 11 AM to discuss about various issues mentioned in our charter of demands. Representatives of all the constituents of JAC were present whereas Hon’ble MOS was not assisted by anyone from either the Management or the DOT since he preferred to have one to one interaction to get first hand information of the issues. At the very outset of the meeting, Com V.A.N.Namboodiri, convenor JAC informed MOS how inordinate and continuing delay on the part of the govt. in sorting out crucial issue of ITS absorption has adversely affected the growth and performance of BSNL. MOS was also informed that present crisis in the Company is primarily because of non availability of equipment and failure of Management in addressing and deciding crucial issues of growth and viability. VRS, disinvestment, outsourcing etc are in no way going to improve performance of BSNL. The real issues are quick procurement policy, involving and engaging the whole workforce in the process of transformation by adopting innovative processes and systems, sweeping reforms to streamline existing procedures and processes. Today if the market share of BSNL has dropped to such low levels, it is primarily because of non availability of equipment and total absence of implementation of progressive and forward looking policies, JAC impressed upon MOS. The entire workforce is ready to deliver on all fronts of growth provided they are led by an efficient management essentially belonging to the Company, JAC informed MOS.
On this part, Hon’ble MOS mentioned that he is a strong protagonist of strengthening of PSUs and assured JAC that Govt. would give a very serious thought to the issues raised by JAC and take all possible steps to bring BSNL out of the present crisis. However, MOS appealed to JAC to impress upon the entire workforce to work hard to improve quality of service and customer interface. Failure of Management to put in place appropriate business strategies and lack of focus on potential business areas of telecom has led to BSNL not emerging as a strong business model, we impressed upon MOS. To achieve this, management must come out with comprehensive road map and perfect market strategies and involve the entire work force in achieving the said road map to make BSNL an ideal business model, JAC informed MOS. The discussion lasting about an hour took place in an extremely cordial, free and frank manner. We are extremely thankful to Hon’ble MOS for his quick personal initiative in calling JAC to get first hand information of the issues involved and perception of JAC on these issues.
26th March 2010 Today Hon'ble MOSC&IT Sh. Gurudas Kamat called Joint Action Committee leaders to discuss the demands & protest actions being launched by JAC.
Sh. Kamat while discussing the issues was positive in approach. JAC strongly demanded for immediate settlement of ITS Officers absorption issue in BSNL, if Govt. is failing in completing the process in that case all BSNL absorbed executives & non-executives shall be repatriated to DoT. JAC pleaded that if ITS absorption is resolved & BSNL having its own leaders at policy making level will make BSNL vibrant organization. The present situation where BSNL losing market share & its profit is declining, the main reason is ITS absorption issue.
Hob'ble MOSC&IT assured to look into the matter. JAC strongly protested against 30% disinvestment of BSNL & imposing VRS to reduce One Lakh BSNL employees. JAC also opposed unbundling of BSNL last mile conductor & allowing reaming on BSNL Networks to the Private Operators etc. After detailed discussions, Sh. Kamat, MOSC&IT mentioned that Govt. wants BSNL to flourish & keeping the employees happy. He also mentioned that he will see that we don't go on strike. JAC also expressed its serious resentment against the indifferent & negligent attitude of BSNL Management towards BSNL employees. Hon'ble MOSC&IT assured to look into the matter.
JAC decides that till the concrete settlement / agreement, no change in agitation programme will take place. We congratulate & extend our sincere gratitude & thanks to all the members who actively participated in DHARNA Programme on 26.03.2010 and making it a grand success.
We requested all District / Branch Secretaries to make the further programme a complete success.

25th March 2010 TELE-DENSITY AND MARKET SHARE AS ON 28.02.2010: During February 2010, 18.98 million telephone connections has been provided in the country taking the total telephone connections in the country 601.03 million as on 28th February, 2010.
HIGHLIGHTS-
(1) BSNL has added 1.57 million connections during the month of February 2010. This works out to 8.27% of the total connection added in the country during the month of February 2010.

(2) BSNL is at 4th position as an operator with Market share of 15.75%. BSNL market share has decreased by 0.24% during the month of February 2010 and during 2009-10 (upto 28.02.2010) by 3.24%.

(3) The overall tele-density in the country is over 51.08 % with Chennai License area topping at 122.14 % and Bihar License area lowest at 28.91%.

Joint Forum of Non Executive and Executive Unions / Associations met at New Delhi on 22.03.2010 and reviewed the trade union programmes. The meeting come to the conclusion that the serious issues like ITS absorption, disinvestment, unbundling, VRS etc may not be able to settle with a one day strike. The joint meeting unanimously resolved for indefinite strike w.e.f 20.04.2010. Joint Action Committee formed with Com. N. T. Sajvani (NFTE-BSNL) as Chairman and Com. V A N Namboodiri (BSNLEU) as convener. Demands:
1. Settlement of ITS absorption issue.
2. No Disinvestment / Privatisation of BSNL.
3. No Retrenchment / No VRS.
4. No unbundling of last mile copper.
5. No outsourcing.
6. immediate procurement of GSM equipments.
7. IDA pension revision.

21st March 2010 ONE DAY DHARNA ON 26.03.10 AND ONE DAY TOKEN STRIKE ON 20.04.10: Joint Forum of Non Executive and Executive Unions / Associations met at New Delhi on 15.03.2010 and discussed the Sam Pitroda Committee report and its recommendations. Joint Forum come to the conclusion that the total failure and mismanagement of the affairs in BSNL by its top Managers at different level lead to the the intervention of Hon. Prime Minister and formation of the committee.

While opposing the negative recommendations listed below, it has to be ensured that Jt. Forum is not opposing all other positive recommendations and sweeping reforms in the report like bringing professionals into the Board and top management, complete ITS absorption, Managed capacity, change in procurement policy etc. We are fully endorsing those recommendations and demanding its speedy implementation. Some vested interests within BSNL and DoT are propagating that the BSNL employees are opposing the entire Sam Pitroda recommendations and they want to stop the entire reforms by this.

Almost all the Unions / Associations of Joint Forum participated in the meeting. Joint Forum unanimously resolved for one day Dharna on 26.03.2010 and one day strike on 20.04.10 at Circle/SSA HQ.

DEMANDING:

A) IMMEDIATE REPATRIATION OF ALL ITS OFFICERS WHO ARE NOT OPTED FOR BSNL

B) NO DISINVESTMENT

C) NO RETRENCHMENT THROUGH VRS

D) NO UNBUNDLING OF LAST MILE COPPER

E) IMMEDIATE PROCUREMENT OF GSM EQUIPMENTS

F) NO OUTSOURCING THROUGH MANAGED SERVICE MODEL AND

G) IDA PENSION REVISION.
21st March 2010 UPDATES ON CASE AT HON. J&K HIGH COURT ON PROMOTION TO ADHOC STS: The case listed for 15.03.10 but couldn't taken up as the lawyers were on strike. The case adjourned and again taken up on 17.03.10. On that day also the lawyer for the applicant was not present. Our lawyer (Association impleaded in the case) and counsel for BSNL pleaded for immediate vacation of the stay and stated that the lawyer for the applicant is deliberately not attending the court in order to delay the same. Same strategy is adopting by the lawyer for the last few months. Hon. Court considered our argument and posted the case for the next day. The case came up on 18.03.10, 19.03.10 and 20.03.10. But today also the senior lawyer for the applicant not present in the court. Our lawyer as well as the counsel for BSNL strongly pleaded for the vacation of the stay as BSNL already given an undertaking in the Hon. Court to abide by the quota on promotion. Hon Judge also convinced on our argument and asked the lawyer present in the court whether they have anything to add on this. The Junior lawyers pleaded for some more time as the senior lawyer is pleading before some other bench. Till the adjournment of the Court, the senior lawyer could not appear before the bench.

2nd Feb 2010 Pay anomaly of JTOs of 2005 batch: In continuation to series of earlier discussions and regular correspondence that we have had with Director(HRD) on the important issue of removing the pay anomaly of the JTOs of 2005 year on justified and genuine grounds by extending the benefit of 30% fitment to all the JTOs of 2005 year of recruitment, regardless of their date of joining, GS has clearly brought out that due to this anomaly the difference in basic pay as on 01.1.2007 is Rs 5220/- , and even if the E1A pay scale is approved, the difference in basic pay will be Rs. 2770/- . The losers are further to suffer the ignominy of a recurring two-year lag in their Time Bound Promotions throughout their career also.

4th Feb 2010 Approval of pay scales of JTOs and SDEs: GS along with AGSs met Director (SU I), Shri. Brijesh Mishra and discussed at length the issue of approval of pay scales of E1A and E2A as recommended by BSNL Board. During the course of discussion we were able to gather some vital inputs that will help us to expedite the settlement of the issue, Since the issue is extremely important given the fact that the pay scales of new JTOs and their Time Bound Promotions are directly linked with the finalisation of the scales, we shall be vigorously pursuing the case further with BSNL Management and DoT.
5th Feb 2010 United Forum of BSNL Executives' Association writes to CMD, BSNL regarding non settlement of long pending HR issues such as 1) Regularization of STS officers, 2) Fitment with 78.2% IDA, 3) Pay anomaly of JTOs of 2005 batch,

15th March 2010 Sam Pitroda Committee appointed by Hon. Prime Minister had submitted its report to the Hon. PM. The Govt sought the views of BSNL Board on various recommendations of the committee. CMD, BSNL called a meeting of SNEA(I), AIBSNLEA and BSNLEU (BSNLEU couldnot attend the meeting) on 12th March and briefed on the various recommendations of the Committee and BSNLs views on the recommendations as various conflicting paper reports are appearing in the press regarding BSNL Boards decision on disinvestment, VRS etc. Some of the recommendations such as unbundling of last mile copper, disinvestment, VRS etc has to be opposed as it will not solve the problem faced by BSNL. There are some positive recommendations also such as induction of professionals, completion of ITS absorption in a time bound manner, change of procurement policy, introduction of managed capacity, induction of young talents etc. BSNL Board submitted the following views on various recommendations.

BSNL Boards view

Enhance the quality of Senior Managers by inducting 30 to 50 professionals from outside on Market rate.

Agreed

Bifurcate the CMD post and post separate Chairman and MD/CEO. Appoint an eminent person as Chairman.

It is up to Government.  BSNL has no objection.

Composition of BSNL Board has to be changed. --- from within BSNL only one member should be there in the Board and remaining members should be professionals from outside.

Within 5 years, 60000 employees are retiring at an average on 12000 per year. So even without VRS, the target population is getting retired. VRS will involve following challenges:
1)   Stiff opposition from Unions and Associations.
2)    VRS will give negative sentiment.
3)    Good people will take VRS.
Still Govt feels that VRS is required, the area / cadre to be identified from which VRS has to be implemented and the entire financial assistance has to be borne by the Govt.

Disinvest 30% at appropriate time in stages

BSNL Board already approved 10% disinvestment through Employees Stock Option and Govt has to take a decision on that.

Unbundle last mile copper wire

Not agreed, BSNL will go for franchisee model to have maximum BB penetration.

15th March 2010 BSNL board has not approved VRS plan: Kuldeep Goyal Erstwhile state monopoly BSNL's decline as a telecom service provider has few parallels in history. It slipped behind its fleet-footed private sector rivals to lose market share and revenues at an alarming speed. BSNL chairman and managing director Kuldeep Goyal is spearheading an effort to reverse the decline in fortunes by emulating private telcos. The company is set to dump its equipment procurement process to adopt the ‘managed capacity’ model where network is outsourced to vendors, which constantly changes network configuration to meet capacity requirements. Mr Goyal explains in detail how he will script a turnaround for BSNL, which is expected to post the first annual loss in its history, in an exclusive interaction with THE ECONOMIC TIMES on 13th March’2010.

JTO(T) to SDE(T) LDCE quota: The examination will be notified within a couple of days. The examination will be held in July.

11th March 2010 BSNL clears 30% divestment :Subject to Union government approval, the board of state-owned telecom company Bharat Sanchar Nigam Ltd (BSNL) today cleared a proposal for the divestment of 30 per cent government equity in it, as suggested by a committee set up under Sam Pitroda, the prime minister’s telecom and infrastructure advisor. The board also accepted the three-member Pitroda panel’s proposal to reduce BSNL’s 300,000 staffers by a third.

10th March 2010 BSNL incurred losses of Rs 4,963.6 crore from its non cellular business, which largely constitutes its fixedline and broadband offerings, junior minister for communications and IT Gurudas Kamat informed Lok Sabha on Monday
(8th March’2010).

10th March 2010 Corporate Office issued a letter No.5-21/2008/Pers-IV Dated: 09.03.2010 regarding Pending Rule-8 (Inter-Circle) Transfer requests of JTOs and requested that circle head may intimate the "List" of all eligible J TOs (i.e. those who have completed 5 years of service in the circle) pending and who are willing to get his transfer from his parent circle to any other circle of his choice. 9th March 2010 CS SNEA (I) met with Circle Administration for early disposal of following issues related to our members-
1. Restoration of seniority list in the cadre of TES Group-B for SDEs working under Bihar Circle as per compliance of Kerala High Court Judgment dated 01st Feb 2008 in WP(C) No.19129/2005(B) and High court of Delhi judgment dated 11-08-2008 in WP(C) No.12584-614/2005 & WP(C) No.17637-40/2005 for 1996 SDEs in all India basis.

2. The case of Sri P.L. Sah(Recruitment Year-1994), Oftg SDE(Plg) O/o TDM Hajipur for entered in Eligibility List of JTO for regular DPC from JTO to SDE(T) from Corporate Office.

CS SNEA(I) referred the case of Sri Sharad Kumar Sinha, AGM(MM) O/o CGMT to Account Section, Circle Office for early disposal of stepping-up pay with respect to their representation.

6th March 2010 State-owned Telecom firm BSNL decided to scrap its controversial Rs 35,000-crore tender to procure 93 million GSM Lines equipment for expansion of its mobile services.

4th March 2010 15 point plan to turn around telecom PSU BSNL:
• Retire or transfer around 100,000 employees.
•Divest 30 per cent stake in BSNL to an Indian strategic investor or through an IPO.
•Adopt an outsourcing model.
•Eminent person from the private sector should be appointed Chairman, supported by best professionals selected from the market at market rates.
•Separate the post of the Managing Director/CEO from that of the Chairman.
•Change the board composition to seven directors and allow the Ministry to interact only through the board.
•Four independent business units for fixed-line, mobility, enterprise and new business.
•Tower infrastructure should be spun off into a new subsidiary to unlock the value through a strategic sale or separate IPO.
•Separate subsidiary to hold undeveloped land bank.
•Address the delays in buying network equipment -- BSNL should start using tools such as e-procurement, vendor rating and running contracts
4th March 2010 BSNL has 1 lakh staff more than needed: Pitroda panel A committee headed by Mr Sam Pitroda, advisor to the Prime Minister, has suggested a 15-point formula to turn around Bharat Sanchar Nigam Ltd, including downsizing it by one lakh employees. The state-run telecom company has more than ten times the employee base of private operators. For example, Bharti Airtel, which has over 122 million subscribers across the country, has just about 25,000 employees to manage the operations. In the mobile segment, Bharti has 10,500 customers per employee. In contrast, BSNL has 65 million wireless subscribers and 27.9 million fixed-line users for which it has three lakh employees. Its customer-to-employee ratio is at 350.

Govt may divest 30% in BSNL, up from 10% :30% disinvestment in stages after fundamental changes has been made to enhance enterprise value through an Indian strategic investor and an IPO. Of the raised money, 10% would be returned to the government, and 20% would be used for 1 lakh employees through VRS scheme, expansion and operations. Further disinvestment would also be considered after a detailed performance review in three years.
