FIXATION OF PAY W.R.TO JTOs / JAOs APPOINTED AFTER 1/1/2007.
As per letter No.1-11/2009-PAT, dated 31/3/2009 issued by the Corporate office PAT section, Association took up the matter with Circle Office for counting the difference of pay in respect of fixation in new E1 scale (Rs.16400-40500) vis-à-vis in erstwhile E1A grade i.e. IDA pay-scale of Rs 9850-250-14600 as personal pay on provisional basis till the notification of revised pay scale to the affected executives is done in E1A grade.

28th Oct 2010 PIL filed by SNEA(I) in the High Court of Delhi : SNEA(I) along with Telecom watchdog, a renowned NGO in Telecom sector, yesterday i.e on 27th October filed a Public Interest Litigation(PIL) in the Hon’ble High Court of Delhi challenging the arbitrary and malafied selection of CMDs of BSNL/MTNL, and praying for grant of following relief.

 a.Issue an appropriate writ, direction or order, quashing the process initiated by the DoT through its letter of July '2010  for the appointment of CMDs of BSNL and MTNL, being arbitrary and mala fide;

 b.Issue an appropriate writ, direction or order, directing  the Respondent for the appointment of sound professional of eminence as per the mandate of the PM to the selection committee based on the recommendations dated February 15, 2010 of the Pitroda Committee to induct talented and accomplished telecom professionals; and

 c.Issue such other writ, direction or order, which this Hon’ble court may deem fit and proper under the facts and circumstances of the case. 

The case has been filed and will be pleaded on behalf of the petitioners by leading Civil Liberties Advocate, Shri Prashant Bhushan. Cabinet Secretary (Union of India) and Secretary DOT , are the respondents in the petition. The PIL is expected to be listed for admission within a couple of days
28th Oct 2010 Retrospective effect totally ruled out. Now, if this DOPT guideline is applied for SDE cadre prospectively i.e with date of effect of DOPT order dated 03.03.2008, all LDCE cleared BSNL recruitee SDEs who got vacancy year 2005-2006 earlier, will get seniority of 2008 as they were promoted in Nov’ 2008, and seniority-cum-fitness SDEs who got vacancy year 2007-2008 earlier, will get seniority of 2009 as they were promoted in May’ 2009. There will not be much difference in their seniority, where-as gap was huge in terms of vacancy years. In future, there will be no benefit of LDCE, all will get same seniority if LDCE promotion and seniority-cum-fitness promotion take place at the same time. Applying this DOPT guideline means finishing LDCE. By conducting next LDCE, so many 2002 BSNL recruitment JTOs would be getting seniority jump over even 1994 DOT recruitment JTOs. As in LDCE 2007, many 2001 BSNL recruitment JTOs became senior to even 1992 DOT recruitment JTOs while becoming SDE. So, now let us oppose these DOPT guidelines even for prospective effect, and try holding of LDCE immediately to give fast-track promotion to deserving JTOs.
By conducting LDCE, 4000 JTOs will get promoted as SDE immediately. All cleared SDEs of LDCE (held in 2002) of 1992 DOT JTO recruitment are officiating in STS cadre at present in MP Circle. All cleared SDEs of qualifying exam cum LDCE (held in 2003) of 1992 DOT JTO recruitment are in Adhoc STS cadre at present all over India. All cleared SDEs of qualifying cum LDCE (held in 2003) of 1989 DOT JTO recruitment are in Regular STS cadre at present all over India. Where-as lot of LDCE uncleared SDEs of even 1982 DOT JTO recruitment are not even officiating in STS cadre at present in MP Circle. This is the difference an LDCE creates. Understand the importance of LDCE. We don’t want by implementing DOPT guidelines even prospectively, all cleared SDEs of LDCE (held in 2007) should lose their advantage. Wake up, especially BSNL recruit cleared SDEs of LDCE (held in 2007) who were at maximum advantage.
27th Oct 2010 MEGA CORPORATE DEAL WITH GOVT. DEPARTMENT FOR SUBSCRIBING BUNDLE OF BSNL SERVICES : Income Tax Department, Ministry of Finance, Govt. Of India has taken nearly 80,000 connections of different services provided by BSNL.
This news First time flashed in our website www.sneabihar.org on 5th August’2010.
Corporate Deal entered with Income Tax Department and BSNL for providing 44255-GSM Connections, 7900-3G data cards with Data plan, 831-Blackberry handsets with Blackberry Services, 4316- Braodband Connections and 15810-Landline Connections for Offices and 4830-Landline Connections for Residences throughout the country including MTNL service area.
In BSNL Bihar Circle total 2360 connections of different services providing under this corporate deal as 1320-GSM Connections, 241-3G data cards with Data plan, 17-Blackberry handsets with Blackberry Services, 144 - Braodband Connections and 490 -Landline Connections for Offices and 160 -Landline Connections for Residences.
All SNEA (I) members who are related to providing the connections and delivering of services are requested to complete the process in minimum time as possible and set an example for other Govt. Department/PSU,so that they attract for such corporate deal with BSNL.
27th Oct 2010 Encashment of Earned Leave while availing Leave Traveling Concession (LTC) for the staff of BSNL (absorbed, directly recruited and un-absorbed employees) without deducting the same from the maximum amount of Earned Leave encashable at the time for retirement.
All categories of employees working in BSNL may be allowed to encash upto ten days earned leave at the time of availing LTC to the extent of 60 days during the entire career. The leave encashed at the time of LTC will not be deducted from the overall accumulation limit of 300 days encashable at the time of retirement.
This order is effective from 28th September, 2010.

24th Oct 2010 Good News for JTOs of 2001 & 2002 batch in Bihar Circle: Circle Administration has started the process for giving Officiating Promotion by the end of  Nov’2010 about of 85 JTOs (almost covered upto 2002 batch) to SDE(T) after Sincere & dedicated efforts of SNEA (I) Bihar Circle.
 

Provisional list is prepared by SNEA (I) Bihar Circle as per available Gradation List of JTOs of 2001 & 2002 batch in Bihar Circle for consideration of Officiating Promotion from JTO (T) to SDE (T),This list is made available by SNEA(I) in the interest of our members who are waiting for first promotion in their career since 18 months because no any officiating promotion was given to JTO(T) to SDE(T) in Bihar Circle after March’2009 even after post are available.

All District/Branch Secretaries of SSAs/Units are requested to ensure that the APAR/ACR from 2004-05 to  2009-10 of following JTOs must be reached at Circle office on or before the 10th Nov’2010 so that the process should be completed by the end of Nov’2010.

20th Oct 2010 An eye Opening facts for our young, Dynamic, Intelligent  and Qualified BSNL Recruited JTOs-How to kill your career prospects by so called executives association of BSNL Recruited in the name of specific category irrespective of cadre.
“SNEA (I) IS HOME OF JTOs CADRE- IF YOUR HOME IS STRONG YOU WILL SAFE AND SECURE”.
A thorough analysis and an in depth study of likely grave consequences of the DOP&T order No.20011/1/2006-Estt(D)dated 3rd March 2008 regarding fixation of seniority— Stand of SNEA that it is not prejudiced against any section of JTOs, either direct or promotees.

The above order ipso facto is neither against nor for any particular group, neither direct recruits nor promotees. It envisages that the criterion to determine inter-se- seniority is the year of appointment and not the year of recruitment/vacancy/panel. However, implementation of this provision results in multiple anomalies, irrespective of different Groups/categories involved, in a  large organization like BSNL, wherein bulk recruitments, numbering around  4000 a year, in a cadre like JTOs are carried out on a circle wise basis.
 
  • # JTO cadre is a Circle cadre where the recruiting/appointing authority is CGM concerned and BSNLCO has no control over their appointment or fixation of seniority at Circle level. Recruitment to JTO cadre is done from different streams.

  • # Prior to 2001, the recruitments/ appointments to the cadre of JTOs were carried out by different circles at different points of time even against same year of recruitment. But all those recruited in the same year are brought on a common seniority platform for the purpose of next higher promotion to SDE cadre. Since the recruitments and training formalities are not streamlined on an all India basis, the date of joining of the selected candidates is beyond the control of the officer appointed. The process of recruitment in the direct and promotion quota is done on different occasions by different circles. Very often, promotee quota recruitments are done prior to direct quota and sometimes the other way round.

  • # Thus it is not correct conclusion that the DOP guidelines affect only a particular quota since the guidelines are not meant to protect the interest of direct quota or promotee quota, as is being made out.

  • # Further, the original OM of 1986 and the clarification dated 03-03-2008 speaks about “year of appointment” and not “seniority based on date of appointment”, as is being made out.
  • # Even in the direct recruitment quota, the year/date of appointment of same batch of recruitment spreads over to more than one year as happened in the case of JTOs of 2001, 2005, 2007 and 2008 recruits. This means that the 2001 batch DR JTOs, who joined in 2001 in one circle will become en-block senior to DR JTOs, who joined in 2002 in another circle, regardless of their training centre marks, and 2005 batch DR JTOs joined in 2006 will become en-block senior to those DR JTOs, who joined in 2007(only very recently this Association has been able to resolve their pay anomaly issue after strenuous efforts).

  • # Similarly the 2007 batch JTOs joined in 2008 in some circles will become en-block senior to those joined in 2009 in some other circles and 2008 batch JTOs joined in 2009 in some circles will become en-block senior to those joined in 2010 in some other circles, irrespective of training centre marks.

  • # Since the order is applicable for the appointments done after 03-03-2008, the recruitment year of 2008 batch JTOs will change from 2008 to 2009 or 2010 thereby changing their present inter-se-seniority already allotted to them at the time of their appointment.

  • # Similarly the recruitment year of JTOs of 2007 batch will change from 2007 to  2008 or 2009.

  • # This may lead to further litigations among the same group of JTOs of same batch appointed by different CGMs at different occasions.

  • # Since JTO cadre is a circle cadre, and CGM is the recruiting/appointing authority, the selected list of one circle is not comparable with the selected list of another circle, since the candidates allotted to each circle will become the selected list of that circle, even if the selection is done at all India level through a single examination.

  • # Hence this order is not in favour of any stream/group, but is likely to   create divisions among the same batch of JTOs.

  • # # # The unfortunate stalemate created in filling up about 5000 TES Gr B vacancies through competitive examination because of issues of seniority arising among the batches of 2001, 2002 and 2005 DR JTOs are a glaring example before all of us. Today, more than 90% of 5000 TES Gr B vacancies would have been easily occupied by BSNL recruit JTOs, but, unfortunately, somehow, due to narrow considerations holding of examination is stalled due to unnecessary issues of seniority. This has not helped anyone except that it has painfully stalled promotion of more than 4000 BSNL recruit JTOs to TES Gr B. And how many efforts were put in by this Association to change over to OMR based examination to ensure fastest promotion. Let us not try to create another stalemate for promotion to TES Gr B through seniority cum fitness quota, and thereby block both the channels of promotion of JTOs to TES Gr B, competitive as well as seniority cum fitness. Let us keep in mind how 900 JTOs of 2001 batch got promotion to TES Gr B through last competitive examination and how serious and consistent efforts were made by some BSNL 2001 JTOs to stall holding of last competitive examination also by filing number of Court cases which were successfully contested by this Association. Let all of us exercise restraint and act with prudence and patience.
     
      
  • # Similarly the impact of the order on other cadres also require in depth analysis.

It is therefore amply clear that the stand of the Association that the implementation of DOP&T guidelines dated 3rd Mach 2008 in an organization like BSNL requires an indepth and thorough analysis to understand the actual impact is in larger interest of the cadre of JTO in general to avoid stalemate in their promotion to TES Gr B. Our stand has to be seen and analyzed in a much broader and deeper perspective. This stand is not intended at all to harm or favour any particular stream or Group, but is only aimed to ensure that a prolonged stalemate in promotion from JTO to TES Gr B through seniority cum fitness is avoided under all circumstances.

Acting Circle Secretary Com.K.K.Ambastha is continuously in touch with Circle Administration for early despatch the ACRs & VC to BSNL Corporate Office.

Adhoc promotion to JAG: The below bench mark cases to be intimated to the officials and the final report may be urgently send to BSNLCO for conducting the DPC. The names of the officers having below bench mark (very good) entry is already communicated to the CGMs. The VC also may be pursued with VO.

Regular promotion to STS for the remaining vacancies:
The work is under progress. GM(Pers) promised that both the DPCs will be completed by this month end provided for Adhoc JAG, the report of below benchmark cases are received.

19th Oct 2010 Shri Akhilesh Chandra, Telecom District Engineer (TDE) Kishanganj (Non-ITS officer) and member of SNEA (I) set an example of great leadership in BSNL: Kishanganj SSA in Bihar Circle continuously scaling of unprecedented and unparalleled heights in terms of profit because of exemplary, inspiring and qualitative leadership of Shri Akhilesh Chandra TDE and committed and untiring efforts of all employees and executives of Kishanganj.
Kishanganj is the smallest SSA of Bihar Circle has becomes the only profitable SSA in year 2009-10. In year 2010-11 also the positive trend for becoming a profitable SSA is continuing.
If all SSAs in a circle become a profitable SSA then automatically whole circle will become profitable circle and after all our BSNL will become a profitable company.

It is a great honesty & achievement of all employees of TDE Kishanganj that they have produced real proof of damage of cable by Airtel and finally Airtel has deposited penalty amount by draft of Rs. 5135000/- (Rupees fifty one lakh thirty five thousand) on today i.e. dtd 19.10.2010 which was raised by TDE as cable damage charge against Airtel.
The case was pending since last six month due to negative response from Airtel and after stringent step taken by Executives of  Network Co-ordination Section Circle Office under mutual business condition between BSNL and Airtel ultimately they have agree to pay and BSNL got succeeded to recover Rs.5135000/- from Airtel.

19th Oct 2010 VOCATIONAL TRAINING:

A pilot in the form of “Summer Training” to the engineering students through our resources at Training Centres & at field units, which was launched in May-2010, has just been completed.
 BSNL could earn more than Rs. 5 crores out of this initiative and touched more than 25,000 students across the country. More than 110 SSAs along with all the training centres, participated and made significant contributions. The feedback and responses from the student fraternity, engineering colleges’s administration and from our own staff have been so overwhelming that we are moved by the zeal, enthusiasm and positive receptivity.
For the year 2010-11, CMD BSNL has set a target of minimum of 100,000 students to be covered through our various such offerings. With respect to this target, which has to be achieved by March, 2011

18th Oct 2010 BSNL provided highest number of GSM Connection in India among all GSM Service Providers in Sept-2010: BSNL has provided highest number of GSM connections in India in the month of September 2010. This is encouraging and moral boosting news for all BSNL employees. The detailed figures for the month of Sept 2010 are as follows:
  • 1. Total 12.4 million GSM subscribers added in the month of Sept 2010
  • BSNL provided the highest 2.3 Million connections.
  • 2. Bharti added just over 2 Million subscribers,Vodafone added 1.7 million subscribers, Idea added 1.4 Million subscribers, new entrant Uninor added 2.2 million subscribers in the month of Sept-2010.
  • 3. Total number of subscribers increased to 481 Millions at the end of Sept 2010.
  • 4. BSNL has now total of 72.6 Million of subscribers, with market share of 14.71%.
  • 5. Bharti has total number of 143 million customers with market share of 29 %whereas Ida has 74.2 million customers with market share of  15.2%, Vodafone has customer base of 115 Millions & Uninor has total number of 11 Million customers.

BSNL was second largest GSM connection provider in the country in the month of August 2010:
As per the figures circulated after a long time BSNL has emerged as second highest GSM connection provider in entire India after Vodafone in the month of August 2010, overtaking Airtel, Reliance and Idea.

Hunger strike by General Secretaries at BSNLCO on 15th October'2010:
As per the decision of the JAC, GS/SNEA (I) and other General Secretaries went on a one day hunger strike today at BSNLCO, New Delhi, demanding immediate payment of bonus to the Non-Executives and Executives of BSNL. On behalf of the management, acting CMD & Director (CM), Shri R. K. Aggarwal invited the leaders for discussion. After detailed discussion, the Director (CM) assured that our demand for payment of bonus would be strongly taken up again in the next Board meeting. Inspite of the assurance given by the management, the leaders continued their fast till the evening. Based on the assurance given by the acting CMD, JAC decided to postpone the nation wide Dharna on 19.10.2010 to 28.10.2010.

(An Initiative taken by SNEA (I) Bihar Circle in CEC MEET-2010)


SNEA (I) is an Association of middle level Executives in BSNL from JTO/JAO to Officiating DGM/TDM in different wings like Telecom Circle, ETR, ETP, Civil/Electrical/Architect, Account & Finance and PA/PS having wide democratic views. Due to this fact SNEA (I) is well known recognized at every level of Management and Administration. SNEA (I) Bihar gives the full opportunity for expressing their views to its member in purely democratic manner. SNEA (I) Bihar Circle taken an Initiative to resolve the grievances of their member in very democratize and efficient manner. A necessity is being felt from long time to adopt a systematic grievance redressal cell at the level of SNEA (I) Bihar Circle. In this regard, SNEA (I) Bihar Circle has decided to setup a very efficient Grievances Cell to monitor and resolution of grievances of its members.

Resolutions passed in the Circle Executive Committee Meeting of SNEA (I) held at PATNA, on 5th October-2010:
The following important resolutions were adopted in CEC Meeting unanimously:

  1. Immediate replacement of present CPRO
  2. Immediate order should be issued for joining of Mr. Avinash Kumar Sinha JTO after accepting withdrawal of application for resignation: When resignation has not been accepted by the administration, then official may request for withdrawal of application of resignation, and in this case withdrawal of application for resignation must be accepted. On the exactly similar situation one ITS officer have resigned from BSNL and joined M/s Tata Tele Services Ltd. and worked there for quite long period was allowed to re-join in Bihar Telecom circle.

                              The CEC expressed its dissatisfaction over the delay in first case and dual approach of BSNL management of Bihar Telecom Circle in second one.
                              The CEC has taken a resolution to request BSNL Management in Bihar Circle to take immediate necessary steps for the settlement of the above issues in the interest of our members in a time bound manner.

JAC finalises strike notice – Dates of strike and March to Parliament changed.
The JAC meeting was held on 12.10.10, at New Delhi. In the meeting, the demands to be incorporated in the 3 day strike notice were finalized. The JAC has made a change in the dates of the 3 day strike. This was necessitated due to the fact that the counting of votes for Bihar Assembly elections is to take place  on 24.10.2010. Similarly, the date for  “March to the Parliament” is also changed in view of the fact that the US President is visiting Delhi and will be addressing the Indian Parliament. Now, the final dates of the strike and “March to Parliament” will be as follows.
3 days strike      -        1st, 2nd and 3rd December, 2010
“March to Parliament”      -        15th November, 2010

Bonus issue – JAC gives call for agitation
In the JAC meeting was held on 12.10.2010 at New Delhi and it was decided to take up the bonus issue with CMD BSNL. It was decided to immediately meet the CMD and discuss the issue. Accordingly, the leaders of the JAC met the CMD and strongly argued for bonus payment to all the Non-Executives and Executives immediately. However, CMD rejected the demand. Thereafter, JAC again met and took the following decision for agitational programme

15.10.2010     -----    One day hunger strike by all the General Secretaries at
BSNL CO, New Delhi.

19.10.2010     -----   One day dharna throughout the country 

CHQ requests all our Circle and District Secretaries to approach other constituents of JAC immediately and make the programme a success.

ALL EXECUTIVES THOSE ARE ELIGIBLE TO GET  IDA PAY-UPGRADATION (E1 to E2/ E2 to E3/E3 to E4/E4 to E5) DUE UPTO AS ON 1ST OCTOBER’2010: All Executives are requested to arrange for sending  Annexure-I, Annexure-II, Vigilance Clearance Performa and APAR of last five years  from your SSAs/Units before 31.10.2010 so that proposed DPC meeting will be conduct in the month of November’2010 and completed the whole process by end of Nov’10.
 All District Secretary of SSAs/Units are requested to ensure that the above information must be reached at Circle office on or before 31.10.2010 so that all eligible Executives get IDA Pay-upgradation by end of Nov’10.

1st ACP to JTO(civil) will be in the scale of 11875-17275 instead of 9850-14600: Congratulations to all JTOs of Civil wing for keeping faith and patience in SNEA, After long and continuous strong persuasion by SNEA(I) Bihar Circle at last BSNL Corporate office issued much sought after Clarification on grant of 1st ACP (Assured Career Progression) to JTO’s of Civil Wing for fixation of pay of JTO(C). Presently JE(C) with 1st ACP up gradation was getting a pay scale in IDA scale of Rs 9850-14600 w.e. from 01-10-2000, now after restructuring the cadre of AE(Civil) to SDE(Civil)from 01-03-2002, Now JE(C) with 1st ACP will be brought to the upgraded IDA pay scale of Rs.11875-17275. SNEA(I) Bihar Circle thanks to SNEA(I) Central Head Quarters specially to our GS Com.G.L.Jogi, AGS(Civil) Com.Chandrashekhar, AGS(Chq) Com.A.A.Khan, Com.K.Sebastian for their key role in getting released this clarification which benefits hundreds of JTO(civil) Executives.

11th Oct 2010 As per DoPT order issued on 08.10.2010, It has been cleared that end of the deputation period of ITS Officers in BSNL.

Time limit for framing of Rules and Regulations on conversion of Government Department into PSUs/autonomous/statutory body:
It has been decided that in case of  pertaining to service conditions, promotion/confirmation, etc. in respect of the deemed deputationist  where there is a conversion of a Government Department into PSUs/autonomous/statutory body, there must be a time frame within which a new body shall frame its rules and regulations. At the end of this period, all employees on deemed deputation should have opted either to get permanently absorbed in the new organization or revert to the Government. A maximum period of 5 years for framing of rules and another 2 years for phasing out repatriation to those opting to come back to Government has been prescribed. All the Ministries/Departments are accordingly advised to adhere to the time frame whenever a proposal for transfer of employees is considered as above.

Glorious Historical & Highly successful CEC MEET-2010: A Glorious, Historical & highly successful  CEC MEET-2010 of SNEA(I) Bihar Telecom Circle was held on 5th October’2010 in the beautiful A/C Auditorium Hall  of Indira Gandhi Science Complex Planetarium, Budh Marg  at Patna.

A seminar on “Role of Human Resource in Development of BSNL” was also organized on the eve of CEC MEET-2010 of SNEA (I) Bihar Telecom Circle at 12.30 PM.
Seminar was Inaugurated by our Chief Guest Mr. Vijoy Kumar, Chief General Manager, BSNL Bihar Circle and lightening of Lamp alonwith    Com. G.L.Jogi, General Secretary, SNEA(I) CHQ/ Mr. R.P.Singh PGM PTD/ Mr.V.K.Srivastava GM(Admn/HR) BSNL Bihar Circle/ Com. Madhusudan Mahto Vice-President CHQ/ Com. Ranjan Kumar, Circle President and Com. Ratish Kumar Circle Secretary.
General Secretary appeal to all employees comes together and do your job with passion for survival of BSNL in present scenario. They also told the role of Trade Union is very important to mold the employees to contribute for development of BSNL. GS elaborate  all recent developments which took place in BSNL in recent days and which are going to take place in coming days, He told how Indian economy survived when Global economies crashed last year because here Govt has a very important role and say in PSU functioning in the sectors of Telecom,Oil,Banking and insurance unlike USA,UK and Europe.
He reminded house in detail about useless policies of Govt to make BSNL Sick,  by quoting various examples like BSNL has made a huge investment in the entire country by laying optical fibre  & other  cables without getting any returns, Now private operators are using it without paying any ADC charges, Where is the commitment made by the Govt in National Telecom Policy 1999. He also explained how Indian Telegraph act was amended to favor wireless service operators and BSNL which was biggest contributor to USO Fund has been denied their due.He reminded Govt that if BSNL goes week there will be cartelization of private service operators  you will not have any control on telecom sector. He straight way blamed Govt for No Tender, No equipement, No policy, No ITS issue settlement, he suggested that in this scenario only option left with the Govt is to recruit/hire 30 to 40 professionals who should be given responsibility of running the BSNL without any interference, He cited the example of Delhi metro corporation and its dashing CEO Shri Shridharan, who made Corruption free company, He gave a new slogan to all SNEA members   “There should be Zero tolerance of corruption”   
  
The Chief General Manager Mr. Vijay Kumar asked its employees on the occasion of seminar to change ways if they want to see the company clinch the position where it once was. While addressing on seminar he said he accept the government policies responsible for the downfall of the telecom giant  BSNL over the past couple of years.

Meeting with CMD, BSNL on the issue of scale of JTOs of 2007 & 2008 batch: GS along with both AGSs met CMD, BSNL and discussed the issue of placing JTOs of 2007 and 2008 batch in the pre revised scale of 9850-250-14600. Association strongly pleaded for the settlement of this serious issue as the young and newly recruited JTOs are getting demoralised from the day one as they are placed in a much lower scale. We requested his personal intervention as Finance wing has raised some objections. CMD assured that he will take appropriate action.

ITS absorption issue: It is learned that Hon MOC cleared the the file and the proposal will be sent to the nodal ministries for their comments. After the receipt of the views from the nodal Ministries, Cabinet Note will be sent to Govt for approval.
IDA pension revision: It is understood that DoT received the comments from DPE also.  Comments from other three nodal ministries i.e DOE, DOP&PW and Ministry of law had already received. Based on the views of the nodal ministries, Cabinet Note shall be sent for consideration of the Union Cabinet.

GS write a letter to GM (Estt) BSNL C.O. for immediately put on hold order no 5-38/2009-Pers.IV dated 25th May,10 directing field units to take necessary action to on DOP&T order no 22011/7/1986-Estt.(D) dated 3.7.1986 for fixation of seniority of JTOs (Telecom).

IDA increases by 4.7% w.e.f.1st Oct’2010:  We are come to understand that IDA rates has been increased w.e.f.  1st Oct 2010 from 35.1 % to 39.8% i.e increase of 4.7% on revised pay scales.
